Legal frame and legislation
In the European context the SHE (safety, health and well being) framework was drawn up, with obligations for all members regarding safety at work. This was included into the legal frame of each of the countries, for the Netherlands into the ‘Arbowet’.
Every project starts with a risk inventory that indicates the risks and difficulties in each project or situation. In the plan (article 3 functional protection) solutions are suggested. These can be joint roof safety systems, but also personal protective equipment.
An anchorage point or line systems are considered being an extension of personal protection equipment.
In separate branch covenants further binding agreements regarding safety are made.
For personal protective equipment (PPE) the European direction 89/686 is effective and features the norms that products have to comply with (EN norms). For end users the European direction 89/656 is effective, indicating that safety products and systems have to be used. In addition, the directive 2001/45/EG is applicable for temporary work at heights.
